Description of the purposes of residence

A residence permit for the purpose of family reunification may be issued to a third-country national who is a family member of a third-country national in possession of a residence permit, immigration permit, settlement permit, interim permanent residence permit, national permanent residence permit, EC permanent residence permit or family member of a Hungarian citizen or family member of a person who is possessing a residence card or permanent residence card in accordance with specific other legislation

A residence permit may be issued for the purpose of employment to third-country nationals

  1. Whose purpose of residence is to perform work for or under the direction and/or supervision of others, for remuneration, under employment relationship, or
  2. who performs work as the owner or executive officer of a for-profit business association, co-operative society or some other legal entity, in addition to the work actually performed in that capacity.

A residence permit for the purpose of seasonal employment may be issued to third-country nationals whose purpose of residence is to perform seasonal work.

A residence permit for the purpose of intra-corporate transfer may be issued to a third-country national who will be transferred from a third country based company to a subsidiary company in the EU which companies are part of the same company or group of companies, and fulfills the role of a manager/team leader or an expert or a highly qualified trainee at the company and possess enough experience or appropriate legal status, as well as his employment is supported.

A residence permit for the purpose of traineeship may be issued to a third-country national:

  1. who is able to provide proof of having signed a training agreement with an approved host entity defined by specific other act for the purpose of traineeship in the territory of Hungary, and the host entity provides a written commitment for reimbursing the costs of expulsion in cases where the trainee remains in the territory of Hungary past the period authorized – if the trainee does not have the financial means necessary
  2. who is able to provide evidence of having obtained a higher education degree required for the pursuit of traineeship within the two years preceding the date of application or of pursuing a course of study that leads to a higher education degree
  3. who is able to evidence of having sufficient knowledge of the language needed for the purpose of the traineeship

A residence permit for official purposes may be issued to a third-country national:

  1. who enjoys any special privileges and immunities under diplomatic relations or international law, or is a family member of such person,
  2. who is a member of an official delegation of a foreign state or a foreign government body, or an international organisation,
  3. who is a journalist,
  4. seeking admission within the framework of an international convention, international cooperation or an intergovernmental aid program in the field of education, science or culture or participating in continuing professional training
  5. who is a staff member of a scientific, educational and cultural institution operating in Hungary under an international convention or seeking admission in connection with the activities of such institutions

A White Card shall be granted to a third-country national who

  1. has a verified employment relationship in a country other than Hungary and performs his/her work from Hungary using an advanced digital technology solution, or owns a share in a company with a verified profit in a country other than Hungary and performs his/her work or manages his/her company from Hungary using an advanced digital technology solution
  2. meets the general conditions for staying in Hungary for more than 90 days within any 180 day period and is not subject to any of the disqualifications provided by law, and
  3. does not pursue any gainful activity in Hungary and does not hold a share in a Hungarian company.

An EU Blue Card may be given to a third-country national who is possessing, a high qualification certificate. The owner of EU Blue Card is entitled to reside and work in one of the Member States as a highly qualified employee according to the requirements set out in Section 20/C of Act II of 2007 on the Admission and Rights of Residence of Third Country Nationals.

A residence permit may be issued for the pursuit of gainful activity to third-country nationals whose purpose of residence is

  1. to lawfully perform work in a self-employed capacity for remuneration, or
  2. to engage in any gainful activity in the capacity of being the executive officer of a for-profit business association, cooperative or some other legal entity.

What documents must be submitted?

Residence permit for the purpose of job-searching or entrepreneurship may be issued to a third-country national:

  1. who is in possession of a valid residence permit for the purpose of research and able to prove the completion of the research activity, or
  2. who is in possession of a valid residence permit for the purpose of studies and able to prove the successful completion of studies

Residence permit for the purpose of research may be issued to a third-country national:

  1. seeking admission to the territory of Hungary for the purposes of carrying out a research project under a hosting agreement concluded with a research organization accredited under specific other legislation; and
  2. the research organization provides a written commitment for reimbursing the costs of expulsion in cases where the researcher remains in the territory of Hungary past the period authorized – if the researcher does not have the financial means necessary.

A third-country national holding a residence permit issued by a Member State of the European Union could get a long-term mobility residence permit for the purpose of research to stay in the territory of Hungary for a period exceeding 180 days, if he/she intends to carry out part of the research in a Hungarian research organization under a hosting agreement concluded with a research organization accredited under specific other legislation. A family member of a third-country national having submitted an application as specified above, who hold a valid residence permit issued by the first Member State on the basis of family relationship could get the same residence permit.

Residence permit for the purpose of medical treatment may be issued to a third-country national:

  1. who plans to stay in the territory of Hungary for the purpose of receiving medical treatment,
  2. accompanying his/her minor child or any family member in need of support for receiving medical treatment in the territory of Hungary.

A national residence permit may be issued under international agreement to third-country nationals seeking admission into the territory of Hungary

  1. to pursue activities to preserve the Hungarian language,
  2. to pursue activities intended to preserve cultural and national identity,
  3. for the purpose of learning and enlightenment in an establishment other than a secondary or higher education institution recognized by the State,
  4. for the purpose of furthering family ties, other than family reunification

A residence permit may be issued for the purpose of voluntary service activities to third-country nationals seeking admission into the territory of Hungary, furthermore to volunteers participating in the European Voluntary Service

A residence permit for the purpose of study may be issued to a third-country national who has been admitted to or accepted by a public education institution registered in the public education information system for pursuing full-time course of study in the regular school system or in daytime courses of study under a student relationship in Hungary or is pursuing full-time education and training in a State-recognized institution of higher education or a foreign higher education institution authorized to operate in the territory of Hungary in daytime courses of study, or seeking residence in Hungary so as to attend a course in a higher education institution, which may cover a preparatory course prior to such education

A student mobility residence permit may be issued to a third-country national holding a residence permit for the purpose of studies granted by any Member State of the European Union and is not covered by a Union or multilateral program that comprises mobility measures or by an agreement between two or more higher education institutions and he/she intends to carry out part of the studies in the higher education institution provided for in specific other legislation.

Residence permit for other purposes may be issued to a third-country national who plans to stay in the territory of Hungary for a reason other than those specified in the Sections 19–27 of Act II on the Admission and Right of Residence of Third-Country Nationals but fulfills the requirements of staying in the previously cited law
